We, the members of Unit 1012: The
VFFDP, endorse the PNP Lieutenant General, Guillermo Eleazar. We believe he is
a good leader that make a good law enforcement official. We will post some
information about him.

Married to Rosalie Gonzalez Hernandez, on February
17, 1992, in a Civil Wedding; and on February 17, 1994 in a Church Wedding;
with 4 children.
I. Early life and Education

or Guillor as commonly called by his peers and fellow officers, was born in
Tagkawayan, Quezon to Victor "Tatay Toti" Eleazar and Mrs. Victoria
" Toyang" Eleazar on November 13, 1965. One of 9 siblings, he grew up
in Tagkawayan and completed his elementary and high school in his hometown.
Upon his graduation from high
school, his father Tatay Toti, an ex Filipino guerilla in the 2nd world war and
an awarded Philippine Veteran, convinced him to apply in the Philippine
Military Academy.
Reluctant at first out of the
fear and intimidation of a high profile national academic institution, he would
eventually be encouraged and convinced by his father to try that vocation.
In April 1983 he was accepted in
the Philippine Military Academy and after 4 years, he graduated Cum Laude of
the PMA “Hinirang” Class of 1987, top 4 in his class. In the next few years, he
would earn his Master's Degree in Public Administration in Philippine Christian
University.

II. Police Career
He spent his early and formative
police career mostly in Calabarzon areas where he took on various positions
that molded him into a complete Police Officer. He sharpened his managerial
skills as Chief of Police of various towns and provinces; his investigative
talents as an officer of the CIDG; his office acumen as Chief Of staff and as a
Comptroller; and his Intelligence gathering and operative skills as a member of
the PACER, once an elite Anti Kidnapping unit of the Philippine National
Police. More than half of his 32 years in the service has been spent in
Calabarzon areas.
PLtGen ELEAZAR’s police career
turned fast and furious upon his appointment as Director of the PNP Anti
Cybercrime Group (ACG) in January 2016. It was imperative for the PNP to
establish its police power over the medium of the future. He gave this PNP Unit
the impact it needed to make its presence felt in the social media
Quezon City Police District and
Police Regional office 4A (Calabarzon)
In July 2016, he was appointed
District Director of the Quezon City Police District (QCPD). He pushed a
relentless drive against illegal drugs and other forms of criminality in Quezon
City, bagging high profile criminal groups along the way. By late 2017, QCPD
was chosen as the Most Trusted Police District, per Napolcom surveys. Under his
term, the QCPD adopted its signature guiding principle for all its operations -
“Proud To Be QCPD.”
In April, 2018, he took over the
helm of Police Regional Office Calabarzon (PRO 4A), where he immediately made
his mark, despite a short tenure in that region. In just a month’s period,
crime volume went down 10% versus previous month.
After just 42 days at PRO4A, he
was transferred and promoted to the National Capital Region Police Office
(NCRPO), as its Regional Director.

Working quickly and precisely,
the NCRPO, under the stewardship of PLtGen ELEAZAR, immediately won awards in
the 117th PNP Anniversary of 2018 – one for being the Best Region in the War
Against Illegal Drugs; another as Best Region in Internal Cleansing.
With him as part of Team NCRPO
since July 2016, the region experienced a 58% index crime reduction for the
first 36 months of this administration (June 2016 – May 2019) versus the last
36 months of the previous administration (June 2013 –May 2016); and 21% crime
drop from 2017 to 2018.
In his first year at the National
Capital Region, he intensified the NCRPO's drive against illegal drugs,
criminality and rogue cops.
One of the most significant
measures of his leadership is the way he managed the security of all the State
of the Nation Address (SONA) events of PRESIDENT RODRIGO ROA DUTERTE. All 4
SONA's of the President recorded zero casualty and zero incident in the books
of the Philippine National Police.
He also recorded zero casualty in
both the 2018 Christmas season and 2019 Mid Term National Election period.
III. General Eleazar’s Quick
Response Measure
In June 2018, he stepped up to
re-launch the NCRPO Hotline numbers dubbed as, “Pulis na Abusado, Pusher at mga
Loko… Agad i-Send mo sa Team NCRPO.” These hotlines operate on a 24/7 basis
which aims to provide prompt police response, strengthen public engagement for
information and intelligence fusion, and revitalize the NCRPO Internal
Cleansing Program.
IV. Intensified Cleanliness
Policy (ICP)
A Total Approach management
philosophy of PLt Gen ELEAZAR, NCRPO officially launched a revolutionary
operational program known as the INTENSIFIED CLEANLINESS POLICY (ICP) which
serves as the blueprint of his term in NCRPO.
The ICP fulfills the promise of
stimulating cleanliness INTERNALLY - within the police ranks and EXTERNALLY –
cleaning every community of crimes and drugs and all other social menace.
The ICP spouses three tenets:
“Kalinisan sa ating mga opisina at kapaligiran”; “Kalinisan sa ating sariling
hanay” and “Kalinisan sa krimen at droga.” On these tenets lay the
"groundwork for operation" of the NCRPO, for the balance of the Regional
Director's term.
V. Honours and Decorations
Just 7 months into his stint at
NCRPO, PLtGen ELEAZAR was named “2018 Man of the Year,” by DZRH, the oldest and
largest radio network in the country, garnering an overwhelming 61% of votes
cast.
Last February 21, 2019, he was
honored by the Metrobank Foundation in its annual Awards for Continuing
Excellence in Service (ACES), a prestigious tradition of citing outstanding
police personnel for their exemplary and noble work in crime prevention and
crime solution.
Also in February 2019, the
Philippine Military Academy conferred one of the top Cavalier Awards to him,
PMA “Hinirang” Class of 1987, in the PMA Alumni Homecoming of 2019, held at the
PMA grounds in Baguio City. The Cavalier Award is the highest-ranking award to
be given to outstanding alumni of the PMA.
In July 2019, the CIVIL SERVICE
COMMISSION honored him with the PRESIDENTIAL LINGKOD ng BAYAN Award for Best
Public Servant in the region.
And in August, 2019, the
PHILIPPINE NATIONAL POLICE bestowed upon the NCRPO the BEST POLICE REGIONAL
OFFICE 2019 in the celebration of its 118th POLICE SERVICE ANNIVERSARY in Camp
Crame – a historic achievement by the NCRPO.
It was the first time for the
NCRPO to win this prestigious award since the start of this internal regional
competition, because of the difficulties and complexities of managing the peace
and order situation of the country's most populated and advanced region.
PRESIDENT RODRIGO ROA DUTERTE handed over the award to PLtGen ELEAZAR as the
REGIONAL DIRECTOR of the NCRPO.
In August 2019, it was his home
province’s turn to recognize one of its outstanding offsprings. PLtGen ELEAZAR
went home to Lucban, Quezon and on the same day to its capital, Lucena City to
receive the respective honors awarded to him by the town of Lucban and the
province itself, as outstanding son of Quezon.
As the accolades come, he simply continues to work
hard. In a career that has earned him 166 medals of honour and distinction,
PLtGen ELEAZAR moves on, guided by just 4 words he swore to uphold and live by.

Death penalty a ‘big deterrent’ vs drug suspects

MANILA,
Philippines — The death penalty would be a big deterrent against drug suspects,
but it should have some safeguards, Maj. Gen. Guillermo Eleazar, director of
the National Capital Region Police Office (NCRPO), said on Tuesday.
“In
law enforcement, it’s a big thing the death penalty is a big thing for us
because it will be a big deterrent for those who are involved in transacting
big volumes of drugs,” Eleazar, speaking partly in Filipino, told
reporters after a drug haul in a Pateros drug sting.
If capital
punishment would be reimposed, the criminal justice system should be fixed
first, he said.
“It
has to be a holistic approach. There must be some interventions and safeguards
so that it won’t be,” he said. “First, our
criminal justice system must be foolproof because we don’t want those who are
not involved to be victimized. We will pick only those who are involved.”
Aside from
Eleazar, Senator-elect Ronald “Bato” Dela Rosa, a former chief of the
Philippine National Police and later the Bureau of Corrections, supports the
revival of the death penalty.
Dela Rosa
vowed that he would push for the reimposition of the death penalty, but said it
should focus on drug traffickers.
