'Such a bright bubble of joy': Tributes flow for Bourke Street victim Jess Mudie

Tributes have poured in for a young Sydney woman tragically killed during Friday’s Bourke Street massacre.

Excited about the year ahead, Jessica Mudie, 22, was visiting Melbourne’s CBD when her life and four others were cruelly taken by a crazed maniac who allegedly mowed down dozens of pedestrians during a violent rampage.

Bereaved family and friends left touching tributes for the young insurance broker consultant as they try and come to terms with her “incomprehensible passing”.

"To our dearest and most badass daughter and sister, Jess, you will always be a part of us and are one of the strongest people we know,” her family wrote in a statement.

“We are constantly inspired by your love for everyone around you and the lengths you will go to for the people you love.

“We love your extravagant humour, the fact that you always laughed at your own jokes and your ridiculous names for everything.

“You are always up to do everything and are such a bright bubble of joy.”

Referencing her favourite cocktail called remember me in the morning, family members said her vibrant personality always ensured that was the case.

A devastated country joined Ms Mudie's loved ones in grieving over the weekend, with Prime Minister Malcolm Turnbull just one of thousands heading to the scene of the crime to remember the fun loving blonde and the other four victims.

Victorian Premier Daniel Andrews announced a vigil at Federation Square would take place at 5:30pm on Monday.

“All Australians are with you, people of Melbourne, people of Victoria, in your grief. We are with you in solidarity,” he said.

Meanwhile, murder accused Dimitrious "Jimmy" Gargasoulas, 26, is likely to face charges soon after allegedly leaving five dead and two more fighting for their life.

The alleged driver of the red Holden Commodore had surgery on Saturday for a gunshot wound he sustained when police brought his rampage to an end.

As well as Ms Mudie, Thalia Hakin, 10, Matthew Si, 33, a 25-year-old man and a three-month-old baby all lost their lives during the Friday attack.

After it was revealed Gargasoulas was released on bail at the time of the Bourke Street tragedy, Victorians sparked their outrage at the leniancy showed and demanded reform to the state's bail laws.

"Our police members at time have expressed frustration in relation to bail related matters... our state coroner she will be conducting a review," Victoria Police deputy commissioner Andrew Crisp told Sunrise.

He went on to defend the actions of the police officers involved in Friday's ordeal after it emerged police had been pursuing Gargasoulas for some time before he allegedly ploughed through pedestrians in the CBD.

Deputy Commissioner Crisp said Victoria Police were still waiting for the go-ahead to interview Gargasoulas but expected initial interviews to take place on Monday.
